Carolina Beach Man Passes Away After Bring Hit By Car Sunday Morning

CAROLINA BEACH - Jeffrey Allen Helms, 45, of Carolina Beach, died Sunday, December 15, 2013, at New Hanover Regional Medical Center as a result of injuries after being hit by a motor vehicle early Sunday morning.
According to a police report, the vehicle was traveling south on North Lake Park Blvd just after 2:30am.
The report states, "At this point in time was approaching the 1100 block of North Lake Park Blvd. Pedestrian one was attempting to cross the street directly in front of vehicle one."
The report states the vehicle hit Helms and, "The driver of vehicle one never had a chance to hit his brakes until the collision due to the darkness of the area, the pedestiran's dark clothing, intermittent precipitation and the fact that the subject had staggered out directly in front of his vehicle."
A witness driving in another vehicle confirmed the driver’s statement.
The officer reported the driver of the vehicle that hit Helms showed no signs of impairment and agreed to a roadside breath sample that showed no alcohol consumption. The driver said he wasn't taking medications, was driving home from work and agreed to a field sobriety test that indicated no signs of impairment.
Helms was taken to New Hanover Regional Medical Center in Wilmington where he passed away later that morning shortly after 6:00am.
According to the police report Helms blood alcohol level was 0.207. The legal limit is 0.08. Police say no charges will be filed against the driver.
