Editorial: Shell An Excellent Choice For Interim Manager

By WILLARD KILLOUGH III
Managing Editor

The Carolina Beach Town Council hired retired New Hanover County Manager Bruce Shell as Interim Town Manager at their January 8th meeting.
Shell will handle day-to-day operations, budget planning and communication with the Council. He retired from New Hanover County after working there for over 25 years including eleven years as finance director and over six years as County Manager.
The Council could have selected someone from a pool of interim managers to serve while searching for a new manager.
Most often those interim managers come to the table with little knowledge of the Town they are serving. And that's understandable for a temporary position.
However, Shell retired last summer from the County and is very familiar with the area including local and state leaders.
He's got a great track record of service to the County and a reputation as an outstanding professional individual and all around great guy.
He's also educated and quite familiar with coastal issues such as beach nourishment, inlet dredging, capital improvement planning, and has more than enough budgetary experience. The Carolina Beach Town Council will benefit immensely from this decision as they prepare to enter one of the toughest budget planning cycles in many years.
